Refund decision path

Refunds are support cases based on purchase, fulfillment state, and Family Plan access state, not whether a family receives a benefit.

Benefit receipt is not a refund condition

KosoMado does not control official decisions, so refund support follows usage, fulfillment state, Family Plan access state, and the published policy.
